The GE 531X116SHAAAG1 shield card, manufactured by GE's drive division in Erie, Pennsylvania, is a very basic component card, not a PCB. A shield card is used to protect the circuit board it is resting on and to create a barrier required for functionality in some environments.

Unlike most PCBS, the 531X116SHAAAG1 is not actually printed with traces or components, but is specifically designed as a quasi-translucent material.
